Meanwhile on April 28th, in addition to the letter

received from the Spanish consul claiming jurisdiction over

Liang Yun Shang, letters were received by the Registrar from the

Spanish consul claiming jurisdiction over two other Chinese

arrested, and released on production of a certificate of

referred back to the Court (Magistrate Li and Mr. Mead),

In the other case, the Spanish consul's letter was

referred to the Court which had issued the warrant (Magistrate

Kwan and Mr. Tenney), who directed that the warrant neverthe-

less be executed. The accused was duly arrested and brought

before the Court (Legistrate Kwan and Mr. Tenney) on May 2nd,

and the Court expressed its intention of following the prece-

dent set by Magistrate Li and myself, and took jurisdiction.

Meantime the Spanish consul had written an

energetic letter of protest to the Senior consul, copy of

which I enclose. I will briefly refer to a few points in

connection with this letter, It here appears clearly for the

first time that Mr. Amoedo attempts to base his claim to

protect Chine se on some Spanish treaty with China, though what

the treaty is I have been unable to ascertain. The treaty

of 1864 certainly is silent on the matter.
